30 October 2019

The Special Rapporteur on the right to adequate housing, Leilani Farha, invites States, UN agencies, NHRIs and civil society representatives to a consultation and discussion on the

“Guidelines for the implementation of the right to adequate housing”

which will be submitted as her final report to the forthcoming session of the Human Rights Council in March 2020.

The consultation will be held in English and will take place on: Monday, 11 November 2019 from 10:00 to 13:00, Geneva, Palais des Nations, Room: Concordia 1 (B).

The discussion will focus on her draft guidelines published at:

In several of her thematic and country reports, the Special Rapporteur has documented the nature and extent of the global housing crisis. To assist States and other stakeholders in responding to this crisis, her final thematic report is devoted to an articulation of guidelines, which outline key elements needed for the effective implementation of the right to housing. These guidelines are based on existing human rights standards and recommendations she has submitted over the last years to Members States in her reports to the Human Rights Council and General Assembly.

States, NHRI, civil society organizations and human rights experts are also kindly invited to provide written comments on the draft guidelines by 18 November 2019, to srhousing@ohchr.org, cc: registry@ohchr.org. If not indicated to the contrary, written comments will be published as received.

Civil society representatives and human rights experts that do not have a ground pass to access the Palais des Nations and may wish to participate in the consultation on 11 November, are kindly requested to contact before Thursday 7 November, Mr. Pascal Garde at pgarde@ohchr.org so that a visitor pass can be requested, subject to available space. We regret that we have no funds to cover travel of any meeting participants to the consultation from UN-funds.
