Brief narrative

A bylaw was passed in the downtown Ville-Marie borough of Montreal that makes it an offence to hang out or sleep in the public squares between midnight and 6 a.m. It’s already illegal to sleep in parks. Police have started forcing street kids and homeless people out of the borough’s 15 public squares. In one square alone, at Berri and Ste-Catherine streets, police forced about 50 people out and issued a handful of tickets, which can cost the recipients up to $141 each. No alternative accommodations have been arranged for the city’s homeless outside of the shelter beds available. Many homeless choose not to use the shelters for security and health reasons. Montreal’s homeless population is approximately 30,000, with a high percentage of that figure concentrated in Ville-Marie.
