Construction, and evictions, "gained momentum in late 2006 and during 2007". Many evictions have been done in violation of the city`s housing code as well as human rights standards. "Some of these construction projects are based on a Soviet-era city reconstruction plan, known as the “GenPlan,”3 that was never made public...The government has claimed for “public needs” or “governmental needs.”" Residents have often been inadequately compensated and forced to live in the outskirts of the city, sometimes in unsafe buildings. ------------------ Examples: - 159 households evicted at the site of the Palace of the Nation - 14 household evicted at the site of the Youth Palace.
