Brief narrative According to a Report issued by COHRE, more than 45,000 people (29,000 families) have already been evicted from their homes in Metro Manila and Bulacan province since early 2005 by the Philippines National Railway for the North Rail South Rail linkage project. According to COHRE’s most recent report the North Rail-South Rail linkage project will be responsible for the forced eviction of 400,000 people (80,000 families) – the largest planned displacement of people in the history of the Philippines. Although housing rights are protected legally by both the Philippines’ Constitution and the Urban Development and Housing act of 1992 (UDHA), the Philippines authorities continue to use various strategies to pressure and intimidate residents into relinquishing their rights by signing waivers and then ‘voluntarily’ relocating to sites that are not fit for habitation, or by simply rendering them homeless. COHRE and a team of international experts carried out a fact finding mission to the Southville relocation site in Cabuyao in april 2007. The team noted the there was a lack of consultation with affected families; the evictions and relocations had been carried out before the sites were habitable; insufficient government loans to affected families for the construction of homes; lack of livelihood opportunities; and, in one instance, the relocation site was adjacent to a garbage dump. \r\nFurther information on COHRe’s work in the Philippines can be found at: \r\n\r\n
